Improving Broadband in Harlan County: A Path to Economic Growth

Harlan County, Kentucky, is on the verge of a transformative opportunity. A recent study conducted by FarrPoint, in collaboration with Shaping Our Appalachian Region (SOAR) and the nonprofit impact fund Connect Humanity, reveals that improving broadband infrastructure and adoption could generate a staggering $71.5 million in direct economic benefits for the county.

The Challenges Harlan Faces

The decline of the coal industry has left an indelible mark on Harlan County’s economy. With more than 30% of households living below the poverty line—far exceeding the national average of 12.5%—and a significant population decline since 1980, the region faces substantial socioeconomic challenges. Currently, broadband access and adoption in Harlan County lag behind the national average, with 16.1% of residents unserved by broadband networks compared to 3.8% nationally.

The Potential Impact of Connectivity

The study outlines the economic benefits of enhanced broadband infrastructure:

  • $8.7 Million Boost: Improvements to broadband availability would deliver an immediate economic uplift.
  • $5.6 Million in Adoption Gains: Closing the digital adoption gap could generate millions in additional benefits.
  • Population Growth and Retention: Better broadband access could attract or retain over 1,000 residents, with an estimated economic impact of $57.2 million.

Broadband is fundamental to bringing jobs, businesses, and new residents to the region. This report demonstrates the transformative potential of connectivity investments in rural communities like Harlan County.

The study also highlights the broader benefits of high-speed internet, from enabling remote work to enhancing education and fostering new businesses. Pedro Morgado, a new Harlan County resident, underscores this point, stating that reliable broadband was a factor in his relocation.

Dan Mosley, Harlan County Judge/Executive, echoes this sentiment: “Broadband access is as essential as water and electricity. It’s critical for education, job creation, and overall quality of life.”

Collaborative Efforts for the Future

While the report outlines the challenges, it also points to solutions. Infrastructure investment and efforts to address affordability and adoption are key to unlocking the county’s full economic potential. Organizations like SOAR, FarrPoint, and Connect Humanity are working collaboratively to ensure these changes become a reality.

Harlan County’s journey toward digital equity showcases the power of strategic investments in broadband as a driver of economic revival and community growth.
