In spring 2025, a notice confirmed what many workers at the Bluegrass Army Depot in Richmond, KY already feared: They were told that not all positions would remain by spring 2026.

Providing Practical, Timely Help
The Eastern Kentucky Talent Network is a part of Shaping Our Appalachian Region’s mission to connect talent, opportunity, and community and help 15,000 Eastern Kentuckians get to work by 2035.

In December 2025, the Eastern Kentucky Talent Network answered the call of the Bluegrass Army Depot: Our team hosted a private hiring event specifically for impacted workers.
Over two days, something powerful happened.
- 23 interviews took place
- 12 job offers were made
That translates to nearly 1,000 hours of work at $30 an hour. More than $360K in annual wages moving directly into Eastern Kentucky households.
And the impact didn’t stop there.
From a nuclear industry hiring event held in October 2025 with our employer partner Framatome, nine people entered training in December 2025.
These aren’t just jobs.
They’re skilled, technical roles in the nuclear industry with long-term potential.
Thomas’ Story: From Uncertainty to a Skilled, Local Career
One of the new hires from 2025 was Thomas Napier.
Thomas wasn’t actively searching when he first heard about the Eastern Kentucky Talent Network’s nuclear energy industry hiring event in October 2025. A friend shared it on Facebook.
He became a member, interviewed, and walked out with a new opportunity.
During training with the other eight new hires from the hiring event, Thomas talked about how grateful he was for the chance to build a career without leaving the region.
Framatome training takes place in-person and off-site and includes two to three weeks of hands-on learning using state-of-the-art equipment. Trainees work with mockups, satellite probes, and robotic tools used to inspect and service steam generators and reactors.
They learn how the machinery works, how to inspect safely, and how to operate equipment in real-world conditions. Training happens in small teams, allowing for focused instruction and peer support. The final test is hands on and practical.
This is real preparation for real work.
Removing Barriers So People Can Stay Employed
The Eastern Kentucky Talent Network’s work doesn’t stop at hiring and training.
Through wraparound services, the team helps address barriers that can keep people from starting or staying in a job.
Sometimes it’s transportation. Sometimes it’s childcare. Sometimes it’s something as simple as proper work boots, like it was in Thomas’ case.
Jessica Barry, Eastern Kentucky Talent Network Manager, helped him find the right boots required for the job: Composite toe, not steel toe. It’s a small detail that could have become a big obstacle.
When people succeed at work, retention improves. When retention improves, businesses thrive. When businesses thrive, communities grow.
