Building Capacity to Serve: SOAR Receives Truist Grant for EKY Runway

Shaping Our Appalachian Region (SOAR) has received funding from the Truist Charitable Fund, a donor-advised fund administered by The Winston-Salem Foundation. This investment supports the internal operations and infrastructure needed to carry out the Eastern Kentucky Runway Program, which provides job seekers across the region with personalized, one-on-one support as they pursue meaningful, long-term employment.

While much of the focus around workforce programs is placed on direct services, the reality is that strong back-end operations are essential to delivering those services consistently and effectively. We often think of support in terms of what we offer clients directly, but equally important is the behind-the-scenes infrastructure that makes that support possible. This investment from Truist strengthens our ability to carry out the EKY Runway Program with consistency, care, and reach across Eastern Kentucky.

This support builds on the momentum of the U.S. Economic Development Administration’s Recompete initiative by ensuring that SOAR’s internal systems, team coordination, and delivery mechanisms are fully equipped to meet the evolving needs of job seekers. That includes the digital tools, staff infrastructure, and day-to-day operations that enable our staff to be responsive, accessible, and effective in walking alongside Eastern Kentuckians through their career journeys.

SOAR launched the Eastern Kentucky Runway Program in 2024 as a long-term strategy to support individuals aged 25 to 54 who face challenges in finding or maintaining employment. With a focus on one-on-one coaching, local engagement, and targeted career navigation, the program is designed to walk alongside job seekers as they work toward meaningful, sustainable employment.
